Developers use state-sanctioned Municipal Utility Districts to finance services to new neighborhoods outside Austin city limits, circumventing voters' desire to keep growth off the environmentally sensitive Barton Creek Watershed.

Protestors single out Robert Dedman and Gary Bradley for their development interests located over the Edwards Aquifer. Dedman was involved in developing the Barton Creek PUD and Gary Bradley for the Circle C Subdivision. Both used Municipal Utility Districts to finance infrastructure to serve their developments.
