A new citizens' environmental board strengthens the influence of the city's Environmental Department and opens the door for more active citizen participation.

Citizens' boards are a way to communicate directly with the council members. That's the reason why a lot of city managers, quite frankly, do not like citizens' boards, 'cause they can't control them. But in my view, that's great democracy.
