Voters nix strengthening the Save Our Springs Ordinance. Anti-regulatory sentiment could have contributed to this outcome but others blame confusing ballot language.
Strengthening SOS did not have the united approval of all environmentalists. Some said approving it would spur a state-level back lash, putting future environmental efforts at risk.
