The Southwestern Travis County Groundwater Conservation District is created to preserve and protect groundwater resources. It limits pumping and drilling in the Trinity Aquifer whose upper portion feeds into the middle section of Barton Creek.
Southwestern Travis County was one of the last holdouts for creating a groundwater conservation district, even though the need was identified nearly 30 years prior. It's difficult and important to get districts created, because in Texas groundwater is seen as a private property right, despite being a common pool resource. 'The law of the biggest pump' tends to prevail until some sort of governance is put into practice.
