The Texas Supreme court rules Water Quality Zones unconstitutional. The Zones allow developers to exempt themselves from the city annexation and water quality rules.
While the ruling is a blow to developers in the Barton Springs Watershed, many of their older projects are protected by another state law House Bill 1704, exempting them from water quality rules.
