The Balcones Canyonlands Conservation Plan is established, the result of a compromise allowing development to move ahead in exchange for the protection of large areas of prime endangered species habitat in southwest Travis County, some of which are in Barton Creek.  

It's pretty remarkable. It's gone through more twists and turns and changes than anyone thought possible.
