The Balcones Canyonlands Conservation Plan is established, the result of a compromise allowing development to move ahead in exchange for the protection of large areas of prime endangered species habitat in southwest Travis County, some of which are in Barton Creek.
Permit 10-A, approved by the US Fish & Wildlife Service allows the City of Austin and Travis County to offer deals to private landowners to develop their land without penalty of destroying habitat. The money from the fees goes toward buying preserve lands.
